Scioto County Sheriff David Thoroughman announces that two people have been arrested on
drug and weapons charges following a traffic stop. Sheriff Thoroughman stated that on Sunday,
March 24, 2024 at approximately 4:33 a.m. his Communications Center received a call of a
white Chrysler with West Virginia plates operating in a reckless manner eastbound on U.S.
Route 52 (US 52) just past the 522 Exit.
Sheriff Thoroughman stated that Deputy Conley was in the area and observed the vehicle and
made a traffic stop for a marked lanes violation. The traffic stop was made on eastbound US 52
near Haverhill Ohio Furnace Road.
During the traffic stop, Deputy Conley observed a firearm underneath the gear shift. The deputy
received consent to search the vehicle and the search revealed a black drawstring bag containing
a gallon sized baggie with approximately 2.04 lbs. of a crystal-like substance believed to be
methamphetamine. The drawstring bag contained another gallon sized baggie containing an
additional 31 grams of a crystal-like substance believed to be methamphetamine, a knotted bag
containing approximately 78 grams of a white powdery substance believed to be cocaine, a silver
package containing approximately 17 grams of a pink substance believed to be fentanyl, several
small pink baggies and a scale (silver in color).
The total street value of the drugs is $20,480.00. A search of the male driver revealed a clear pipe with white residue, pills and cash totaling $46.00 in his left pocket. A search of the female passenger revealed $1,294 dollars in cash.
Arrested was Brian Adkins, age 27, from 193 Left Fork Mill Road, Fort Gay, W. Va. on two
counts of Possession of Drugs, a felony of the 1 st degree, two counts of Trafficking in Drugs, a
felony of the 1st degree, and having a Weapon Under Disability, a felony of the 3rd degree.
Also arrested was Brittany C. Hall, age 27, from 132 Wheeler Hollow Road, Fort Gay, W. Va.
on two counts of Possession of Drugs, a felony of the 1 st degree and two counts of Trafficking in
Drugs, a felony of the 1st degree.

Both appeared in the Portsmouth Municipal Court for arraignment on Monday, March 25, 2024.
